Harper Eisen, M.P.H.
Harper is a health policy professional with a strong foundation in public health and experience supporting federal and state health policy initiatives. At Impact Health Policy Partners, she supports a broad portfolio of work through legislative and litigation tracking, policy research, and analysis, with expertise in reproductive and sexual health, gender-affirming care, LGBTQIA+ health, and cross-cutting health equity issues. Harper’s work advances health equity by addressing systemic inequities and centering how policy decisions affect underserved and historically marginalized communities.
Before joining Impact, she worked with Reproductive Freedom for All and Pro-Choice North Carolina, where she led research, advocacy, and coalition-building efforts to advance reproductive health equity, strengthen public health education, and support community mobilization in a rapidly evolving post-Dobbs policy landscape. She also brings on-the-ground public health experience, having partnered with state, local, and community-based stakeholders across Michigan as a Graduate Research Assistant to help design a pilot program addressing maternal and child health inequities, and having served as a Certified Health Insurance Marketplace Navigator during the 2022 Open Enrollment Period.
Harper holds a Master of Public Health in Health Policy from the UNC Gillings School of Global Public Health and a Bachelor of Science in Public Health from East Carolina University.
