Harper Eisen, M.P.H.
Harper Eisen is a dedicated health policy professional with a strong focus on public health, social justice, and health equity, and a passion for reproductive and sexual health advocacy. As a current Health Policy Fellow at Impact, she works to enhance healthcare accessibility and affordability through comprehensive legislative analysis and understanding political dynamics.
Before joining Impact, Harper developed expertise in advancing reproductive freedom and leading advocacy efforts centered on community-led decision-making and empowerment. Her experience includes roles at Reproductive Freedom for All, EMILY’s List, and Pro-Choice North Carolina, where she collaborated with diverse stakeholders to address disparities in reproductive health, advocate for reproductive rights, and champion inclusive social justice policies. Additionally, as a Graduate Research Assistant, she worked with stakeholders in Michigan to develop a pilot program aimed at addressing maternal-child health inequities.
She also acted as a Navigator during the 2022 Open Enrollment Period for the Health Insurance Marketplace, educating consumers on health insurance options and guiding them to affordable coverage tailored to their needs.
Harper holds a Master of Public Health from the University of North Carolina’s Gillings School of Public Health, with a concentration in Health Policy, and a Bachelor of Science in Public Health from East Carolina University, where she completed her senior honors thesis on disparities in contraception use.
